You may or may not be aware of a significant piece of legislation passed by the State of California in 1999; Assembly Bill AB-931. This new law set forth strict requirements for all employees of C-10 (electrical) contractors. The original deadline for certification was January 1st 2003. After many delays and postponements the final deadline for compliance was January 1st 2007.
In short all field personnel must comply with the following:
- Journeymen must have passed the new electrician certification test. There are no exceptions
- Apprentices must be registered with the State of California as an Electrical Trainee. In order to register the candidate must be enrolled in, or completed, an approved academic curriculum.
- Journeymen and trainees must work at a one to one ratio
I personally took the certification test in June of 2003 and though my field days are long gone, I am proud to say that I am a certified General Journeyman Electrician (#371). Over the last three years DRE has gone to significant effort and expense to fully comply with these new legal requirements. It is our belief that this legislation, while painful during the transition, will lead to a more consistent level of expertise and competency throughout the industry.
